Review of Co-Drivers(Co-Loco Pilot) for High Speed Trains – Reg. – airf reference

Sub: Review of Co-Drivers(Co-Loco Pilot) for High Speed Trains – Reg.
Ref.: Railway Board’s letter No.2007/Elect.(TRS)/440/14(Co-Driver) dated 24.11.2020
Railway Board vide above referred to letter have issued orders to the General Managers of the Indian Railways, modifying the norms to provide Co-Drivers(Co-Loco Pilot) in High Speed Trains on trial basis for six months.
The existing norms for providing Co-Loco Pilots in the train, as per RBE No.172/2002, are as under:-
(i) Maximum permissible speed should not be less than 110 kmph.
(ii) Average speed on Broad Gauge Sections should not be less than 66 kmph and 60 kmph on Metre-Gauge Sections.
(iii) Maximum distance between Terminals of the train 400 kms.
Revised norms, as per Railway Board’s letter ibid dated 24.11.2020, are as under:-
 Maximum permissible speed should be more than 130 kmph.
Railway Board have revised the norms, vide their letter, as mentioned in the foregoing paras, without any
proper justification or scientific approach.
It would not be out of context to mention here that, High Power Committee, constituted by the Ministry of
Railways, under the Chairmanship of Late Shri D.P. Tripathi, has clearly recommended in para 9.9 of their
report that, in all the High Speed Trains, operating above 110 kmph, Co-Loco Pilot should be in the same
grade as that of Loco Pilot of the train, so that, he can take over control of train operation in any eventuality,
whenever necessary.
Technological advancement in Signalling System, provision of LHB Coaches in place of Conventional
Coaches and High Speed Locomotives do not change the situation, because provision of Co-Pilot in the
same grade is to be provided to take over control of train operation in any eventuality, whenever needed,
and in no way advancement of signalling etc. would change the situation.
It is further to be mentioned that, Railway Board have revised above norms without consulting the Organized Labour or holding any prior discussions with the Staff Side, which is quite unjustified and unfortunate as well.
AIRF, therefore, desires that, Railway Board’s letter dated 24.11.2020, referred to above, vide which norms for provision of Co-Loco Pilot in the same grade as that of Loco Pilot of the train, should be withdrawn forthwith in the larger interest of safety of High Speed Train operation.
This may kindly be treated as “Most Urgent”.

देश में रेलकर्मियों, मजदूरों और किसानों की स्थिति एक जैसी – काम. शिव गोपाल मिश्र

आल इंडिया रेलवे मेंस फेडरेशन (एआइआरएफ) के महामंत्री शिव गोपाल मिश्र ने कहा कि देश में रेलकर्मियों, मजदूरों और किसानों की एक जैसी स्थिति हो गई है। एआइआरएफ अन्नदाता किसानों के आंदोलन का समर्थन करता है। हालांकि, रेलमंत्री पीयूष गोयल से वार्ता हुई है। उन्होंने एक से दो दिन में समाधान निकालने का आश्वासन दिया है। लेकिन किसानों ने जो लड़ाई शुरू की है वह अब रुकने वाली नहीं है। सरकार नए कानून बनाकर अंग्रेजों के जमाने को याद दिला रही है। एआइआरएफ के महामंत्री बुधवार को रेलवे स्टेशन के एसी सभागार में पत्रकारों से बातचीत कर रहे थे।

उन्होंने कहा कि रेल मंत्रालय की तरफ से देश भर में 150 प्राइवेट ट्रेनों को चलाने की योजना है। कारखानों और उत्पादन इकाइयों को निगम बनाने की तैयारी कर रहा है लेकिन फेडरेशन उसकी मंशा सफल नहीं होने देगा।  निजीकरण और निगमीकरण के खिलाफ राष्ट्रव्यापी आंदोलन का खाका तैयार किया जा रहा है। रेल बचाओ- देश बचाओ अभियान के तहत एआइआरएफ ने एनएफआइआर को साथ लेकर 17 संगठनों के सहयोग से एक मंच राष्ट्रीय समन्वय समिति (एनसीसीआरएस) का गठन किया गया है। यह मंच देश के 7600 स्टेशनों को केंद्र बनाकर एक साथ आंदोलन करेगा। जरूरत पड़ी तो मंच रेल का चक्का भी जाम करेगा।

यूनियनों को समाप्त करने की साजिश रच रही सरकार एआइआरएफ के महामंत्री ने कहा कि सरकार देश की कर्मचारी यूनियनों को समाप्त करने की साजिश रच रही है। रेलवे में कर्मचारी संगठन की मान्यता के लिए 51 फीसद मत को अनिवार्य कर दिया है। अन्यथा की स्थिति में सभी कर्मचारी संगठनों को एसोसिएशन का दर्जा दे देगी। यूनियन इसका विरोध करती है। चुनाव के सवाल पर उन्होंने कहा कि यूनियन चुनाव के लिए तैयार है, लेकिन सरका नहीं चाह रही है। चुनाव से जरूरी है रेलवे को बचाना। फेडरेशन का पूरा ध्यान निजीकरण और निगमीकरण के खिलाफ लड़ाई पर है।

बोर्ड में रखे गए हैं रात्रि भत्ता कटौती और पदोन्नति के मामले एआइआरएफ के महामंत्री ने बताया कि रेलवे बोर्ड के समक्ष रात्रि भत्ता कटौती बंद करने, यात्रा भत्ता (टीए) और समयोपरिभत्ता (ओवर टाइम एलाउंस) की  भी कटौती नहीं करने, 1800 ग्रेड पे व 4600 ग्रेड पे पर तैनात कर्मचारियों को पदोन्नति, चतुर्थ श्रेणी कर्मचारियों के लिए आयोजित होने वाली विभागीय पदोन्नति परीक्षा को ओपेन कराने की मांग रखी गई है। अंत में उन्होंने कहा कि 30 वर्ष की नौकरी या 55 वर्ष उम्र पूरी कर चुके रेलकर्मियों को जबरन सेवानिवृत्ति से डरने की जरूरत नहीं है।

Payment of Stipend to the Trainees during lockdown – railway board order – rbe 109/2020

Sub: Payment of Stipend to the Trainees undergoing mandatory training in the Training Institutes

Number of candidates were recruited through RRBs and are undergoing prescribed mandatory training in the Training Institutes. Due to lockdown they have been sent back, but it has come to our notice that, Stipend is not being paid to them.

It is worth mentioning here that, some Zonal Railways, viz. Western and N.E. Railways, are paying stipend in such situations, and Northern Railway has referred the issue to the Railway Board, seeking clarification. During the lockdown it has become very difficult for these candidates to survive, and they are facing acute financial hardships.

Board may consider the matter sympathetically and issue necessary directions to all the Zonal Railways and Production Units to treat it as extended period of training, and full stipend for the period should be paid to them as it has been decided for Act Apprentices and instructions issued through RBE No.37/2020.

Necessary instructions be issued at the earliest.

Review of policy on creation of posts – airf’s reference to railway board

This issue was discussed many a times with your goodself wherein I had requested that, blanket orders issued by the Railway Board for surrender of 50% posts in Non-Safety Categories should be withdrawn, and before proposing surrender of any post, the issue must be discussed with local Divisional Secretaries at the Division level, and in case of any dispute, the matter can be discussed with the General Secretaries at the Zonal level. It is quite unfortunate that, in spite of your repeated assurances, nothing has been done in this regard, and the DRMs and Branch level Officials, under pressure, are surrendering even higher grade posts, which is detrimental to promotional prospects of the Promotees, and according to Railway Board’s earlier orders it is illegal.
Recently, Railway Board, vide their letter dated 24.11.2020, have issued a letter to all the General Managers of the Indian Railways for reviewing the policy of creation of posts, which has no meaning and will derive no result.
Up till now, there have been instructions from the Railway Board that, before surrendering any post, Organised Labour must be consulted, and in case of any dispute at the Divisional level, the matter should be referred to the General managers and it should be discussed with the Zonal General Secretaries. There are also clear instructions from the Railway Board that, in any case higher grade posts should not be surrendered. This is also not being followed by the Zonal Railways.
This issue is creating lot of problems and Railwaymen are quite agitated on this account. It is, therefore, requested that, proper instructions should go from the Railway Board to the General Managers of all the Zonal Railways and Productions, so that, posts should not be surrendered in such as way, to avoid industrial unrest.

Cash Award Policy for Indian Railways Sports persons, including Coaches and Officials, for their outstanding achievements in the field of sports – airf reference

Ref.: Jt. Secretary, Railway Sports Promotion Board’s letter No.RSPB/2010/Policy/Cash Award dated 16.08.2010
In terms of aforementioned letter of Railway Board, Coaches of the Team/Individual Sports persons who have won medal (Gold, Silver, Bronze) are also entitled for payment of Cash Award @ 50% of the amount payable to the Team/Individual Sportsperson winning medal in any sport event mentioned therein.
Complaints are pouring in AIRF Office that, in case of Cash Award to the Coaches of the winning Team/Individual Sportsperson is not being paid(the amount payable to them) in terms of Railway Board’s letter ibid dated 16.08.2010 and they are being paid a very small amount, which is highly unfair. This also tells upon the prestige of the Coaches who are former International/National Sports persons of repute, as such, keeping their dignity in view, full Cash Award, permissible in terms of Railway Board’s letter dated
16.08.2010, should invariably be paid to them to boost their morale and further motivate them to work with more dedication and sincerity while providing coaching to the Team/Individual Sportsperson.

An early action in the matter shall be highly appreciated.

Sub: Video Conference held on 2nd November, 2020 by your goodself on medical issues

We have come to know that, in a Video Conference, held on 2nd November, 2020, your goodself, while critically analyzing the issues related to the healthcare of the Railwaymen and medical facilities available for them, had issued certain directions to improve upon medical services of the Indian Railways and to substantially reduce expenditure thereon. 

Your goodself is aware that, working of the Indian Railways and Railwaymen is unique and peculiar in nature due to trains being operated 24X7X365 in all weathers and seasons. This warranted unique and separate medical facilities for the Railwaymen, which provide a large spectrum of facilities; that includes, preventive healthcare, normal medication, emergent treatment, initial and periodical examination of the staff, health and family hygiene and to ensure proper and hygienic quality of food at the Railway Stations and Establishments.

Serving as well as Retired Railway Employees(REHLS Optees) and their family members are entitled for their complete healthcare and full treatment in the Railway Hospitals as well as Empanelled Referral Specialized Hospitals. We are 100% in agreement with your views that, Railway Medical Beneficiaries should be treated in the Railway Hospitals to the maximum possible extent, for which, in-house facilities in these hospitals are available. However, only in cases where some Specialized Medical Management is required, which is not available in the Railway Hospitals, then only Railway Patients are referred to these Empanelled Referral Specialized Hospitals, where also they are treated at the CGHS Rates only. Unfortunately, directives issued by your goodself in the Video Conference held on 2nd November, 2020 are being misinterpreted and spreading a wrong message that, no Railway Patient should be referred to any Empanelled Referral Specialized Hospital for treatment and they should be treated in the Railway Hospital itself. It is further being spread that, even if any Railway Patient is at all required to be referred, it should be referred to only those hospitals which are being recognized by Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (ABPMJAY).

You may kindly further appreciate that, Railwaymen have achieved this peculiar facility only because of their peculiar and unmatched working conditions, and around 400-500 Railwaymen sacrifice their lives, while performing their duties, every year, on an average, to keep the wheels of the Indian Railways running and maintain the lifeline of the country. Recently, more than 200 Railwaymen have lost their lives, due to COVID-19 Pandemic, while operating and maintaining Railway System, which is the highest casualty among all the Government Departments. At this juncture, Railwaymen are dedicating their lives and working with full sincerity and devotion, snatching Referral Facility to Empanelled Specialized Hospitals in emergency, without consulting Organized Labour, would prove to be extremely de-motivational and not appreciable. 

Though, we agree that, there should not be any misuse of Referral Facility to Specialized Hospital, however, in emergencies this must be continued.

We sincerely hope that, necessary clarification in regard to the above would be communicated to all the Medical Authorities down the line, so that, there should not be any confusion and industrial unrest at any point of time.

भारतीय रेल के निजीकरण एवं निगमीकरण के विरोध में संघर्ष के लिए राष्ट्रीय समन्वय समिति का गठन

नई दिल्ली , भारतीय रेल देश की सबसे बड़ी नियोक्ता है, जिसमें लगभग 13 लाख नियमित कर्मचारी है,विश्व की नवीनतम अत्याधुनिक,  उच्च शक्ति क्षमता  वाले  रेलवे इंजन एवं कोच समेत सभी  चल-स्टाक लगभग 60 लाख करोड़ के है । भारतीय रेल के पास  पूरे देश में शहरी क्षेत्र के बेशकीमती जमीन सहित कई लाख करोड रुपये का भूस्वामित्व है।

भारतीय रेल की ये वैभवशाली सम्पदा जिसमें उच्च कुशल एवं समर्पित कर्मचारियों की फौज समाहित है, इसमें विगत 165 साल  में लाखों रेल  कर्मचारियों के खून पसीने एवं देश की आम जनता के सम्मत्ति का गौरवशाली इतिहास जुड़ा है, वो भी भारी भरकम सामाजिक दायित्व के बोझ जिसमें अनेकों प्रकार के यात्री टिकट में सब्सिडी एवं अलाभकारी रेलवे रुट पर भी आम आदमी की पहुंच में सुगम, सुरक्षित एवं सुविधाजनक नियमित रेल यात्रा सुलभ कराने के बावजूद है जो राज्य का मूलभूत दायित्व है।

रेल मंत्रालय ने  महत्वूपर्ण एवं लाभकारी 109 रुटों पर  150 निजी रेलगाडियों को चलाने की अपनी  मंशा और योजना घोषित कर दी है। रेल मंत्रालय रेलवे की समस्त उतपादन इकाइयों के निगमीकरण कर उद्योगपतियों को सौपना चाहती है। इन 109 रेलवे रुट पर निगाह डालने से स्पष्ट है कि भारतीय रेल लाभकारी रुटों को निजी ट्रेन आँपरेटर को सौंप रही है और हानि वाले  रुट भारतीय रेल के परिक्षेत्र में रहेंगे । रेल मंत्रालय ने ये भी घोषणा कर दी है कि  30 प्रतिशत माल यातायात एवं 30 प्रतिशत रेलवे स्टेशन निजी आँपरेटरों को सौंप दिए जाएंगे, जिसमें विश्व धरोहर वाला सीएसएमटी स्टेशन भी शामिल है।

उपरोक्त के परिप्रेक्ष्य में भारतीय रेल के सभी संगठन जो रेल कर्मचारियों का प्रतिनिधित्व करते हैं, ने एक साथ एक  मंच पर आने का निश्चय किया है, ताकि भारत सरकार के निजीकरण और निगमीकरण की सोच का समुचित  एवं संगठित विरोध किया जा सके। 29 अक्टूबर 2020 को सम्पन्न एतिहासिक बेवीनार में सभी बड़ी यूनियनों एवं केटेगिरिकल एसोसिएशनों के राष्ट्रीय नेतृत्व  ने विस्तृत विचार विमर्श करते हुए निश्चय किया है कि नेशनल कोआर्डिनेशन कमेटी आँफ रेलवे मेन स्ट्रगिल का गठन किया जाए। उल्लेखनीय है कि भारतीय रेल की 1974 की देशव्यापी हड़ताल में एनसीसीआरएस का गठन किया गया था ।

विभिन्न यूनियन एवं एसोसिएशनों के सभी वक्ताओं ने श्री शिवगोपाल मिश्रा की अपील का समर्थन करते हुए एनसीसीआरएस के बैनर तले एकजुट होने का समर्थन किया। वक्ताओं का कहना था कि सभी  रेल कर्मचारी एवं उनके परिवार के सदस्य एक साथ अपने सिद्धांतो, झंडों को अलग रखते हुए एक सूत्रीय एजेंडा रेल बचाओ देश बचाओ पर एक साथ सम्मलित हों। हम सभी श्रेष्ठता या हीनता, छोटे या  बड़े की भावनाओं से  अलग हटकर सभी एकजुट होकर निजीकरण एवं उत्पादन इकाइयों के निगमीकरण के विरोध में आगे बढ़ें।

इस एतिहासिक वेबीनार में लगभग शत-प्रतिशत रेलवे के ट्रेड यूनियनों एवं एसोसिएशनों ने  अपनी उपस्थिति सुनिश्चित की और यदि कोई संगठन छूट गया होगा तो उसे भी इसमें  शामिल होने का निवेदन किया जाएगा। सभी वक्ताओं ने कहाकि हमें  सरकार को चेतावनी देनी चाहिए और यदि सरकार नहीं मानें तो 1974 की हड़ताल से भी अधिक व्यापक तैयारी के साथ संघर्ष में जाना चाहिए। 

ये निर्णय लिया गया कि साथी शिवगोपाल मिश्रा महामंत्री आँल  इंडिया रेलवे मेन्स फैडरेशन , एनसीसीआर एस के कन्वीनर तथा डा. एम राघुवइया, महामंत्री एनएफआईआर इसके को कन्वीनर होंगे।

Inter-Railway Request Transfer – Hardships being faced by the staff – Reg.

You may appreciate that, after exerting a lot; one is issued No Objection Certificate by the Relieving Office as well as Accepting Office in case of Inter-Railway/Inter-Divisional Transfers on request. There are several instances where Relieving Office does not relieve the staff concerned, even after receiving NOC from the Accepting Unit/ Division/Railway, for quite pretty long time, despite Relieving Officer had already issued NOC in his/her favour.

As you are aware that, transfer on request of Non-Gazetted Staff is a matter of concern for the Organized Labour.

You may appreciate that, after exerting a lot; one is issued No Objection Certificate by the Relieving Office as well as Accepting Office in case of Inter-Railway/Inter-Divisional Transfers on request. There are several instances where Relieving Office does not relieve the staff concerned, even after receiving NOC from the Accepting Unit/ Division/Railway, for quite pretty long time, despite Relieving Officer had already issued NOC in his/her favour.

It is a matter of further concern that, complaints are pouring in this office from various corners of the Indian Railways, that, in cases where staff is relieved late by the Relieving Office, the Unit/Division/Railway are refusing to accept them, although NOC was duly issued by the concerned officials in this regard. It is quite unfortunate that, in place of providing some relief, Railway Board, vide above cited letter, have issued instructions that the NOC issued by the Receiving Railway would be valid for a period of six months only, and in case Relieving Unit/Division/Railway does not relieve, the concerned staff, seeking transfer on request, would be required to get NOC re-validated from the Accepting Unit/Division/Railway. This would further place such staff in undue hardship owing to the fact that, it is not very easy to get NOC from the Relieving/Receiving Unit/ Division/Railway.

I would, therefore, request you to personally look into the matter, and the NOC once issued should be treated as valid without any time limit, and the officers not relieving the staff in time to join the Receiving Unit/Division/Railway should be held accountable for the same.

Regrettably, till date Railway Administration has not taken any action except assurances. (ii) GM/WR’s D.O letter No.E/E/1025/Mate dated 10.09.2020 addressed to your goodself

Vide above cited letter of the Railway Board, the cadre of Track Maintainers has been upgraded in the ratio of 10:20:20:50.

Our Western Railway Affiliate – Western Railway Employees’ Union is pursuing this issue with their Railway Administration since May 2019. Regrettably, till date Railway Administration has not taken any action except assurances. Now, General Manager, Western Railway, vide aforesaid letter(copy enclosed), has requested your goodself to allow them to upgrade the post of Track Maintainers without Matching Value.

It is worth-mentioning here that, many of the Zonal Railways are yet to implement Railway Board’s orders regarding restructuring of Track Maintainers.

Your goodself are, therefore, requested to communicate necessary instructions to all the Zonal Railways to implement the aforementioned orders of the Railway Board without further delay in letter and spirit.

An early action in the matter shall be highly appreciated.

Online issuance of Privilege Passes (through HRMS) will be kept in abeyance till 30.4.2021, and both modes of Manual and Electronic will be continued. Orders from the Railway Board, to this effect, will be issued very shortly. This is for your information.

Sub: Guidelines for e-Privilege Pass/PTO Module of HRMS
Ref.: Railway Board’s letter No.PC-VII/2020/HRMS/6 dated 14.08.2020
Railway Board vide above referred to letter dated 14.08.2020 have issued instructions to all Zonal Railways and Production Units to issue e-privilege Passes/PTOs w.e.f. 01.11.2020 through digitized/electronic mode, dispensing with manual practice.
I had discussed this issue with your goodself, whereupon I was assured that, until and unless entire data of Serving and Retired Employees would be uploaded, the system of manual issuance of Privilege/ Complimentary Passes and PTOs etc. would be continued.
A lot of complaints are pouring in our office in connection with the difficulties faced by Serving/Retired Railway Employees due to non-issuance of Privilege/Complimentary Passes and PTOs manually.
You must appreciate that, a large-number of Serving and Retired Employees are not well acquainted with online process. In addition to this, problems are also being faced on account of poor/slow internet connectivity issue. This problem is more serious in field units of wayside stations where issuance of Passes/PTOs is difficult through digitized/electronic mode due to slow internet connectivity in remote areas.
It is, therefore, requested that, necessary instructions be issued to all the Railway Administrations to continue with the present Manual System of issuance of Passes/PTOs to Serving/Retired Railway Employees on option basis, so that, they do not face any problem in getting Passes/PTOs on account of above-mentioned problems.
An immediate action in the matter shall be highly appreciated.
