RAILWAYMEN BIDS FAREWELL TO COM. RAKHAL DADA WITH MOIST EYES IN GUWAHATI. COM. SHIVA GOPAL MISHRA reached Guwahati to give final respects. Com. Shiva Gopal Mishra said that India has lost true son of the soil and great trade union leader. He said that Com. Rakhal Da remained always at the forefront in struggles for Working class in general and railwaymen in particular.

Born at village Satgram in Dacca District on 30th December, 1932 to father Sh. Gopal Das Gupta and mother Bagala Bala Das. Com. Rakhal Das suffered many ailments in his childhood but he braved those and didn’t allow ailments to overpower him.

He studied upto class-IV in Satgram Uchha Primary School. The head pandit of the school was Md. Jalil Miah. He was very strict academician. From him Com. Rakhal Das Gupta learned many lessons of life and rose to the lead the world’s largest Federation of workers.

Com. Rakhal Das Gupta worked day and night for Railway staff as President of All India Railway Men’s Federation. Com. Rakhal Das Gupta took his last breathe on 21.12.2020. He left the void in trade union movement which would be difficult to fill.

Resumption of Regular Trains Services – Reg

Sub: Resumption of Regular Trains Services – Reg.

Running of Regular Passenger Trains was stopped in the name of nation-wide lockdown.  Goods/Freight Trains were, however, run even during the lockdown. Also, Special Trains, to carry migrant labourers, were run during the lockdown period.

As can be appreciated, both the above type of trains are cash-cows for the Railways. Special Trains, run for the migrant labourers, were paid for by the respective State Governments that have booked the trains. As far as Freight Trains are concerned, it would suffice to state that, current year’s loading by the Indian Railways has increased manifold. As against the quick buck being made by the Railways, by running Freight Trains, Passenger Trains are consciously not being run to reduce the losses that are incurred in running Passenger Trains. Even when all other modes of transport are restored and all the inter-state restrictions are removed on movement of the people and materials; it is beyond comprehension, as to why Passenger Train Services are not restored by the Indian Railways. As this Federation(AIRF) understands the issue, the idea of the Railway Board seems to be:-

(a)     To prepare travelling public to get used to pay higher charges, so that, there will be less/no resistance as and when Passenger Services are privatized.

(b)     To portray the Railways as an inconsequential mode of transport, so that, it can be branded as an inefficient entity and can eventually be sold-off/privatized.

The situation, as it obtains today, people have already started to forget that the Indian Railways have ever existed and have started to move to alternate modes of transport, which is going to endanger the very existence of the Indian Railways as an organization, and there cannot be two opinions that, this act of Government is well-thought out and deliberate.

Also, there is no plausible explanation not to run Regular Train Services when the same services are being run under a different lable of Daily Specials/Festival Specials. When the atmosphere is conducive to run Special Trains, it is equally conducive for running of Regular Trains too. There is absolutely no reason to believe that Covid-19 virus can differentiate between a Regular Train and a Special Train, and will infect only those travelling in a Regular Passenger Train.

In view of the foregoing, you are requested to take appropriate action for restoration of Regular Passenger Train Services with immediate effect. 

An early action in the matter shall be highly appreciated.

Speed Test for the post of Jr. Clerk/Sr. Clerk – Reg.

Sub: Speed Test for the post of Jr. Clerk/Sr. Clerk – Reg.

Staff recruited to the post of Junior Clerk/Senior Clerk against Departmental Quota,  Sports Quota/ Compassionate Ground Quota etc., are being subjected to Typing Test at the speed of 30 w.p.m. in English or 25 w.p.m. in Hindi in terms of Railway Board’s orders issued during 1997.

As can be appreciated, time has changed and computerization has come such a long way that, holding of Speed Test is not very relevant today. Under computerization, each department has its own Information Management System, viz., MMIS, IPAS, HMIS, PMS, where Clerk is expected to operate within the parameters of respective modules, which generally do not require Typing Skill of 30/25 w.p.m. However, even today Typing Tests are being conducted and staff are being failed, resulting in, they are losing job or having to revert back to Gr. D in case of Departmental Promotees.

Also, holding Typing Test is of no consequence in these days, given the fact that, all Recruitment Tests are being conducted online, which, in effect, mean that the candidate is proficient in using computers.

Board are, therefore, requested to either do away with Typing Test or decentralize Typing Test so as to enable the respective Department/s to test proficiency of the candidate to work in the module pertaining to their own Department. An early action in the matter shall be highly appreciated.

Validation of Privilege Passes/PTOs in Festival/Special Trains – airf reference

Sub: Validation of Privilege Passes/PTOs in Festival/Special Trains

Privilege Passes/Privilege Ticket Order(PTOs) are issued to the Railway Servants in exercise of the powers conferred by the proviso to Article 309 of the Constitution to travel by trains.

Prior to the lock down in India, all the Railway Servants and Pensioners were enjoying benefit of travelling in the trains with some restrictions on travelling in Rajdhani/ Shatabdi/Duronto Express Trains. Running of Passenger Trains gradually resumed operations after initially starting COVID-19 Specials from 1st May, 2020. Privilege Pass/ PTO holders were permitted to travel in these COVID-19 Specials. High patronage trains, which were in operations prior to COVID-19 Pandemic lock down, were introduced by renaming them as “Festival Specials” during Dussehra/Diwali etc., but with travelling restrictions on Privilege Pass/PTO holders.

It is worth-mentioning here that, these trains are still in operations as “Festival Specials” with the above restrictions. Moreover, there is widespread resentment and unrest prevailing amongst the staff on this account, and this office is pouring in with numerous complaints from the staff, strongly protesting and demanding normal train operations and restoration of their legitimate benefits that were available to the Pass/ PTO holders.

In view of the above, you are requested to instruct all concerned to run regular train services and restore travelling privilege of the Railway Servants.

An early action in the matter shall be highly appreciated.

Sub: Travelling Allowance Rules -Implementation of the Seventh Central Pay Commission.

Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission relating to Travelling Allowance entitlements, sanction of the President is conveyed to the revision in the’ Railway Travelling Allowance Rules as set out In the Annexure to this letter.

2. The ‘Pay Level’ for determining the TA/DA entitlement is as indicated in the Railway Services (Revised Pay) Rules, 2016.

3. The term ‘Pay’ in the level for the purpose of these orders refer to Basic Pay drawn in appropriate Pay Level in the Pay Matrix as defined in Rule 3(8) of Railway Services (Revised Pay) Rules, 2016 and does not include Non-Practising allowance (NPA), or any other type of pay like special pay etc.

4. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of accommodation, etc., shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.

5. The claims submitted in respect of journey made on or after 1st July, 2017, may be regulated in accordance with these orders. In respect of journeys performed prior to 1” July, 2017, the claims may be regulated in accordance with the previous orders dated 01.12.2008.

6. It may be noted that no additional funds will be provided on account of revision in TA/DA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.

7. These orders shall take effect from 15th  July, 2017.

With profound grief it is informed that Our beloved leader AIRF President Com. Rakhal Das Gupta has left for heavenly abode at 11.34pm on 21st Dec. 2020 at Apollo Hospital Guwahati. Com. Rakhal Das Gupta was a true trade union leader and was considered a towering figure of the Indian trade union movement who never shied away from a fight in defence of working class

He was a constant advocate for peace and justice for all and encouraged trade unionists, civil right activists and fought for the equal rights for all throughout his life.

Paying tribute to Com. Rakhal Das Gupta, Com. Shiva Gopal Mishra said that “Com. Rakhal Das Gupta was a character larger than life and will be sadly missed by the working class not only in India but in whole world. He was respected and admired by all those who wish for a better world and equal rights.   “His death has brought people from numerous trade unions and other progressive organisations from around the world together in mourning.”

Railway employee will hold prayer meetings in the memory of Com. Rakhal Das Gupta and flags of Union in all of its offices will fly half-mast for a week as a mark of respect to the departed leader.

                                      May the soul of Com. Rakhal Das Gupta Rest in Peace!

Comprehensive Transfer Policy – Minimum Service requirement for Inter-Railway/Division Transfer in case of Compassionate Ground Appointees

2015/TR/20 dated 24.11.2020

Your kind attention is invited towards the subject cited above and also Railway Board’s letter supra dated 25.08.2008, vide which, after detailed deliberations, on the hardships faced by the families and after the sad demise of the Railway Employees considering due compassion, it was decided that, Minimum Service condition will not be applied in case of Request Transfers of Compassionate Ground Appointees.

Railway Board vide their letter ibid dated 24.11.2020 have advised us that, only Widows, appointed on Compassionate Ground, and Physically Handicapped Railway Employees, seeking one-way Request Transfer, are exempted from the condition of minimum 05 years service, without giving due consideration to the miseries and complex problems faced by the survivors and dependents of the deceased employees, be it education or security of the children, especially Girl Child and looking after the land and households in case of Compassionate Appointees.

We earnestly hope that, Compassionate Ground Appointees in general will also be exempted from the condition of Minimum Service in case of Request Transfers, being a sensitive issue, as both of us are equally responsible and have to take care of the survivors and dependents of the Railwaymen.

We sincerely hope for favourable orders from your goodself.

Review of Co-Drivers(Co-Loco Pilot) for High Speed Trains – Reg. – airf reference

Sub: Review of Co-Drivers(Co-Loco Pilot) for High Speed Trains – Reg.
Ref.: Railway Board’s letter No.2007/Elect.(TRS)/440/14(Co-Driver) dated 24.11.2020
Railway Board vide above referred to letter have issued orders to the General Managers of the Indian Railways, modifying the norms to provide Co-Drivers(Co-Loco Pilot) in High Speed Trains on trial basis for six months.
The existing norms for providing Co-Loco Pilots in the train, as per RBE No.172/2002, are as under:-
(i) Maximum permissible speed should not be less than 110 kmph.
(ii) Average speed on Broad Gauge Sections should not be less than 66 kmph and 60 kmph on Metre-Gauge Sections.
(iii) Maximum distance between Terminals of the train 400 kms.
Revised norms, as per Railway Board’s letter ibid dated 24.11.2020, are as under:-
 Maximum permissible speed should be more than 130 kmph.
Railway Board have revised the norms, vide their letter, as mentioned in the foregoing paras, without any
proper justification or scientific approach.
It would not be out of context to mention here that, High Power Committee, constituted by the Ministry of
Railways, under the Chairmanship of Late Shri D.P. Tripathi, has clearly recommended in para 9.9 of their
report that, in all the High Speed Trains, operating above 110 kmph, Co-Loco Pilot should be in the same
grade as that of Loco Pilot of the train, so that, he can take over control of train operation in any eventuality,
whenever necessary.
Technological advancement in Signalling System, provision of LHB Coaches in place of Conventional
Coaches and High Speed Locomotives do not change the situation, because provision of Co-Pilot in the
same grade is to be provided to take over control of train operation in any eventuality, whenever needed,
and in no way advancement of signalling etc. would change the situation.
It is further to be mentioned that, Railway Board have revised above norms without consulting the Organized Labour or holding any prior discussions with the Staff Side, which is quite unjustified and unfortunate as well.
AIRF, therefore, desires that, Railway Board’s letter dated 24.11.2020, referred to above, vide which norms for provision of Co-Loco Pilot in the same grade as that of Loco Pilot of the train, should be withdrawn forthwith in the larger interest of safety of High Speed Train operation.
This may kindly be treated as “Most Urgent”.

देश में रेलकर्मियों, मजदूरों और किसानों की स्थिति एक जैसी – काम. शिव गोपाल मिश्र

आल इंडिया रेलवे मेंस फेडरेशन (एआइआरएफ) के महामंत्री शिव गोपाल मिश्र ने कहा कि देश में रेलकर्मियों, मजदूरों और किसानों की एक जैसी स्थिति हो गई है। एआइआरएफ अन्नदाता किसानों के आंदोलन का समर्थन करता है। हालांकि, रेलमंत्री पीयूष गोयल से वार्ता हुई है। उन्होंने एक से दो दिन में समाधान निकालने का आश्वासन दिया है। लेकिन किसानों ने जो लड़ाई शुरू की है वह अब रुकने वाली नहीं है। सरकार नए कानून बनाकर अंग्रेजों के जमाने को याद दिला रही है। एआइआरएफ के महामंत्री बुधवार को रेलवे स्टेशन के एसी सभागार में पत्रकारों से बातचीत कर रहे थे।

उन्होंने कहा कि रेल मंत्रालय की तरफ से देश भर में 150 प्राइवेट ट्रेनों को चलाने की योजना है। कारखानों और उत्पादन इकाइयों को निगम बनाने की तैयारी कर रहा है लेकिन फेडरेशन उसकी मंशा सफल नहीं होने देगा।  निजीकरण और निगमीकरण के खिलाफ राष्ट्रव्यापी आंदोलन का खाका तैयार किया जा रहा है। रेल बचाओ- देश बचाओ अभियान के तहत एआइआरएफ ने एनएफआइआर को साथ लेकर 17 संगठनों के सहयोग से एक मंच राष्ट्रीय समन्वय समिति (एनसीसीआरएस) का गठन किया गया है। यह मंच देश के 7600 स्टेशनों को केंद्र बनाकर एक साथ आंदोलन करेगा। जरूरत पड़ी तो मंच रेल का चक्का भी जाम करेगा।

यूनियनों को समाप्त करने की साजिश रच रही सरकार एआइआरएफ के महामंत्री ने कहा कि सरकार देश की कर्मचारी यूनियनों को समाप्त करने की साजिश रच रही है। रेलवे में कर्मचारी संगठन की मान्यता के लिए 51 फीसद मत को अनिवार्य कर दिया है। अन्यथा की स्थिति में सभी कर्मचारी संगठनों को एसोसिएशन का दर्जा दे देगी। यूनियन इसका विरोध करती है। चुनाव के सवाल पर उन्होंने कहा कि यूनियन चुनाव के लिए तैयार है, लेकिन सरका नहीं चाह रही है। चुनाव से जरूरी है रेलवे को बचाना। फेडरेशन का पूरा ध्यान निजीकरण और निगमीकरण के खिलाफ लड़ाई पर है।

बोर्ड में रखे गए हैं रात्रि भत्ता कटौती और पदोन्नति के मामले एआइआरएफ के महामंत्री ने बताया कि रेलवे बोर्ड के समक्ष रात्रि भत्ता कटौती बंद करने, यात्रा भत्ता (टीए) और समयोपरिभत्ता (ओवर टाइम एलाउंस) की  भी कटौती नहीं करने, 1800 ग्रेड पे व 4600 ग्रेड पे पर तैनात कर्मचारियों को पदोन्नति, चतुर्थ श्रेणी कर्मचारियों के लिए आयोजित होने वाली विभागीय पदोन्नति परीक्षा को ओपेन कराने की मांग रखी गई है। अंत में उन्होंने कहा कि 30 वर्ष की नौकरी या 55 वर्ष उम्र पूरी कर चुके रेलकर्मियों को जबरन सेवानिवृत्ति से डरने की जरूरत नहीं है।

Sub: Payment of Stipend to the Trainees undergoing mandatory training in the Training Institutes

Number of candidates were recruited through RRBs and are undergoing prescribed mandatory training in the Training Institutes. Due to lockdown they have been sent back, but it has come to our notice that, Stipend is not being paid to them.

It is worth mentioning here that, some Zonal Railways, viz. Western and N.E. Railways, are paying stipend in such situations, and Northern Railway has referred the issue to the Railway Board, seeking clarification. During the lockdown it has become very difficult for these candidates to survive, and they are facing acute financial hardships.

Board may consider the matter sympathetically and issue necessary directions to all the Zonal Railways and Production Units to treat it as extended period of training, and full stipend for the period should be paid to them as it has been decided for Act Apprentices and instructions issued through RBE No.37/2020.

Necessary instructions be issued at the earliest.

Review of policy on creation of posts – airf’s reference to railway board

This issue was discussed many a times with your goodself wherein I had requested that, blanket orders issued by the Railway Board for surrender of 50% posts in Non-Safety Categories should be withdrawn, and before proposing surrender of any post, the issue must be discussed with local Divisional Secretaries at the Division level, and in case of any dispute, the matter can be discussed with the General Secretaries at the Zonal level. It is quite unfortunate that, in spite of your repeated assurances, nothing has been done in this regard, and the DRMs and Branch level Officials, under pressure, are surrendering even higher grade posts, which is detrimental to promotional prospects of the Promotees, and according to Railway Board’s earlier orders it is illegal.
Recently, Railway Board, vide their letter dated 24.11.2020, have issued a letter to all the General Managers of the Indian Railways for reviewing the policy of creation of posts, which has no meaning and will derive no result.
Up till now, there have been instructions from the Railway Board that, before surrendering any post, Organised Labour must be consulted, and in case of any dispute at the Divisional level, the matter should be referred to the General managers and it should be discussed with the Zonal General Secretaries. There are also clear instructions from the Railway Board that, in any case higher grade posts should not be surrendered. This is also not being followed by the Zonal Railways.
This issue is creating lot of problems and Railwaymen are quite agitated on this account. It is, therefore, requested that, proper instructions should go from the Railway Board to the General Managers of all the Zonal Railways and Productions, so that, posts should not be surrendered in such as way, to avoid industrial unrest.

Cash Award Policy for Indian Railways Sports persons, including Coaches and Officials, for their outstanding achievements in the field of sports – airf reference

Sub: Cash Award Policy for Indian Railways Sportspersons, including Coaches and Officials, for their outstanding achievements in the field of sports
Ref.: Jt. Secretary, Railway Sports Promotion Board’s letter No.RSPB/2010/Policy/Cash Award dated 16.08.2010
In terms of aforementioned letter of Railway Board, Coaches of the Team/Individual Sports persons who have won medal (Gold, Silver, Bronze) are also entitled for payment of Cash Award @ 50% of the amount payable to the Team/Individual Sportsperson winning medal in any sport event mentioned therein.
Complaints are pouring in AIRF Office that, in case of Cash Award to the Coaches of the winning Team/Individual Sportsperson is not being paid(the amount payable to them) in terms of Railway Board’s letter ibid dated 16.08.2010 and they are being paid a very small amount, which is highly unfair.
