We thankfully endorse the demand of AIRF for curtailment of 10% Direct Recruitment Quota, and those to be filled by the process of LDCE for all categories of staff, including Track Maintainers and others.

Regarding improvement of existing GDCE Scheme, as per Railway Board’s order this is applicable for all categories of staff, and 25% quota has since been increased to 50%. Hence in future; vacancies against GDCE Quota should be calculated at the rate of 50% against Direct Recruitment Quota.

Here it is also advised that the indents placed in the RRBs should be reduced accordingly by adjusting vacancies of GDCE Quota.

AIRF is of considered view that; rider of General Manager’s approval be done away with and GDCE be conducted twice in a year, say in the months of January and July for all categories of staff, so that, qualified and meritorious staff in the lower grades may get speedy opportunities to fast track their career.

Board are, therefore, requested to circulate afresh Comprehensive Transfer Policy, duly including above cited condition.

Sub: Suggestions in regard to improvement of financial health and enhancement of productivity and efficiency of Indian Railways – Reg.

You may very kindly recall that, All India Railwaymen’s Federation has repeatedly put-forward various important suggestions, both informally and through communications, for overall improvement of Indian Railways.

You may also appreciate that the Railwaymen are exerting a lot and making their best efforts to serve the Rail users to their utmost satisfaction. Railwaymen have also produced locomotives, coaches and other rolling stock with latest state-of-art technology. They are operating and maintaining these stocks/assets quite satisfactorily. Over the years a lot of improvement has taken place in track parameters and signalling system that has facilitated enhancement in hauling load and increase in average speed of the trains. Railwaymen have also proved their worth by manufacturing “Vande Bharat” Train sets in ICF, which are running at the speed of 160 kmph between New Delhi and Varanasi and New Delhi-Katra respectively to fulfill the dream of Hon’ble Prime Minister of India. Apart from this, another superfast train, named “Gatimaan Express” is also running between Hazrat Nizamuddin(Delhi) and Jhansi at the same speed quite successfully.

It would not be out of context to mention here that, Hon’ble Prime Minister’s vision, in regard to “Make in India”, is being fulfilled by the Railwaymen by manufacturing all kinds of rolling stock and other assets in the country. During the present COVID-19 situation they have also converted more than 5,000 coaches into Isolation Wards as also manufactured Sanitizers, Face Masks, PPE Kits, Ventilators etc. apart from their own work. They are also ready to accept the challenges to manufacture and operate Train sets even at the higher speed, provided Government of India is willing to provide necessary financial and other desired inputs for this purpose.

AIRF has, therefore, repeatedly expressed its reservations regarding outsourcing, any kind of privatization/ corporatization in Indian Railways, as the same would prove to be counter-productive for this Transport System, i.e. Indian Railways, which is the backbone of country’s development and most convenient and cheap mode of transport for common man of India. We, however, would like to again communicate certain important suggestions, which, if implemented, would definitely prove to be beneficial and help a lot in improving upon financial health as well as productivity and efficiency of Indian Railways.

Some of the important suggestions are being given as under:-

1. Operational Efficiency

(A) Making taking over of Freight Trains as an Efficiency Index of Divisions/Zones

Now, the performance of the Division/Zone is indicative through the number of freight trains handed over to other/adjacent Divisions/Zones within odd hours(00:00 hrs.)/day. Normally, during the last hour of the day freight trains are being detained at the adjacent stations of the interchange points for want of line clear from taking over the Division/Zone. To overcome this detention and also to improve the efficiency of the Goods Traffic, it is suggested that the operational efficiency of the Division/Zone should be measured on the basis of number of freight trains received within 00:00 hrs. by each Division/Zone, thereby in which all the Divisions/Zones will grant line clear to receive the freight trains due to which detention at the interchange point will be avoided and also the WTR will increase and rakes will be in movement always than getting idle and this will increase the fluidity decongesting Divisions/ Zones.

(B) Round-the-clock working of the Goods Sheds to avoid detention of the rakes

Working hours of most of the Goods Sheds are from 08:00 hrs. to 18:00 hrs., as such, in case any goods load arrives beyond these timings, the same is required to wait for loading/release during the period when the Goods Shed is closed. This is causing idling/detention of the rakes and avoidable revenue loss to Indian Railways, therefore, if working of the Goods Sheds is extended to round-the-clock, it will result in easy movement of the rakes, avoiding idling/ detention of the rakes till opening of the Goods Sheds, resulting in better WTR of whole Indian Railways duly decongesting the Yards/Divisions, and thus it will increase the fluidity of the freight train operations.

(C) Provision of the IBS in longer block sections

There are a large number of long block sections over Indian Railways. Next train departs from the previous station when the first train reaches the next station, covering long block section, which takes longer time. Therefore, to improve operational efficiency, IBS should be installed in all the block sections which are more than 5 kms. length.

(D) Locomotive maintenance

It is often observed that, if any locomotive is away from its homing shed, the same is booked idle/ dead to the same homing shed for its repair/maintenance. This results in avoidable wastage of the locomotive, therefore, in such cases; the locomotive failed on line should be sent to nearest loco shed for its repair and maintenance and not to its homing shed. This will improve the POL.

(E) Integrated operation of points and signalling

There are still end-cabins at certain stations over Indian Railways to operate the points and signalling, which causes avoidable wastage of time in train movement. It would, therefore, be better to provide integrate operation of points and signalling with the Station Master to avoid unnecessary wastage of operational time.

2. Improvement in financial condition of the Indian Railway by increasing revenue earning

(i) Operation of time-tabled parcel trains – during the COVID-19 Pandemic Indian Railways have operated Time-tabled parcel trains to timely transport essential commodities throughout the country. This has been a very successful planning and may be further utilized to increase railway earnings, as substantial share of transporting essential commodities is with the Road Transport at present, which can be shifted to Indian Railways in case the same are transported to destination in time.

(ii) Restoration of piecemeal booking in freight operation

There used to be provision of piecemeal booking on a large number of stations in freight trains, by virtue of which merchant belonging lower or middle capital groups, desirous of booking one or more wagon load, had been utilizing this facility. Indian Railways has discontinued this provision, as a result of which, this major share of Goods Traffic has shifted to Road Transport, thereby substantial decreasing railway earnings

It is, therefore, suggested that, provision of piecemeal freight booking may be restored back and the small good sheds which were closed after discontinuing piecemeal booking should be made operational, so that, local merchants of the area could utilize this facility. For this purpose, coaching stock which has completed its codal life can be converted into Parcel Van which should run as freight train on the freight tariff, but at the specified timing, so as to avoid unnecessary detention and late arrival at the destination. This could certainly help in increasing railway earnings.

(iii) Elimination of end-on Generator Car in LHB Rakes of Mail/Express Trains

At present, LHB Coach Passenger Rakes are operating with two end-on Generator Cars, wherein there is no scope for passenger or parcel booking. In case at least one Generator Car is replaced by passenger coach, this will help in increasing the earning of 64/72 reserved accommodation passengers.

(iv) Replacement of Pantry Car from Mail/Express Trains

A number of Mail/Express Trains are presently running with one Pantry Car. This Pantry Car can be replaced by one ACCN Coach, and catering requirement of the passengers can be met on the major stations where these trains stop en-route. The requirement of meals etc. can be facilitated through e-booking and preparation of the same can be done in the Base Kitchens located at major stations, with even less number of catering staff, which are presently manning the Pantry Car. This will not only safe expenditure but also correspondingly increase railway earnings.

(v) Provision of Integrated Blocks

Presently, there is practice of separate maintenance blocks for different departments, i.e. Signalling, Civil Engineering, OHE, which causes undue detention of trains en-route. It would be quite appropriate and time saving measure if Integrated Blocks are planned for maintenance of Signalling Gear, Track and OHE etc. simultaneously. This would result in smooth train operation without any time loss and would also save railway revenue.

(vi) Rationalization of Suburban Tickets

Fare of the MST/QST is very-very low. This causes substantial subsidized passenger earnings which adds to major quantum in total subsidy of around Rs.40,000 crore per annum. Nowadays, even daily commuters are ready to pay more fare, provided proper traveling facilities are made available for them. Therefore, MST/QST fare and small distance ordinary passenger fare needs to be rationalized and Suburban Trains, operating all over Indian Railways, should be converted to EMU/MEMU Coach Rakes with cushioned sitting arrangements and the number of such trains, particularly in the morning and evening hours, can be increased to attract the share of Road Traffic to increase railway earnings.

(vii) Elimination of Conventional Rakes in Local/Intercity Trains

All Local/Intercity Trains presently being run with the Conventional Rakes can be replaced with EMU/MEMU/DEMU/LHB Rakes. This will reduce running time to permit more train operations on busy routes, thereby increasing railway earnings.

(viii) Provision of Cabins in Non-AC/AC Sleeper Coaches

Earlier, there used to be provision of Cabins in Non-AC Sleeper Class for ladies travelling alone, which has been discontinued over the year. It is suggested that, at least two/three cabins can be provided in Non-AC/AC Sleeper Coaches, for which extra charges can be realized from the passengers desirous of travelling in the cabins in these coaches. This would also result in substantial increase in passenger revenue.

(ix) Provision of Integrated Platform Ticket with the Reserved Ticket

There is normal practice that, at one/two persons of the family or friend come to platform to see-off or assist in boarding in case of passengers travelling in the Reserved Accommodation. It is, however, observed that, some of them come to platform without purchasing Platform Ticket because they have to stand in queue for purchasing Platform Ticket, and due to shortage to time they avoid doing so. If Platform Tickets are integrated with the Reserved Ticket, this will improve railway earnings.

(x) Proper checking of ticketless travel

Earlier used to be practice of regular checking of ticketless travel by Ticket Checking Staff, sometimes supported by Security Staff, on account of which, ticketless travel was minimum, particularly in the Unreserved Coaches of Ordinary Passenger/Mail/Express Trains. On account of acute shortage of Ticket Checking Staff, this practice has been discontinued, giving rise to increase in ticketless travel. This reflects in lower passenger earnings despite increase in the number of passengers traveling in the trains. The practice of regular checking of ticketless travelling therefore needs to be restored to increase window earnings.

(xi) Improvement in freight earnings

Indian Railways can attract more freight traffic by operating time-tabled freight trains, which can increase at least 5% more share in freight traffic by diverting Road Traffic to Railway Traffic.

(xii) Closure of unviable Railway Projects

There are large number of Railway Projects which are not commercially viable and have been planned due to one reason or the others. These may be discontinued to save unnecessary expenditure on such projects.

(xiii) Utilization of one organization for one kind of activities in Indian Railways

There is well established Construction Organisation in Indian Railway, which is successfully undertaking works of Civil Engineering, S&T, Electrical Construction for the last so many decades. Construction Organisation is having sufficient strength of officers at the managerial level to plan and execute construction works of the above mentioned departments with marginal supporting staff at Not-Gazetted level. Construction Organisation also gets the works executed by the private agencies and supervision and checking is undertaken by the Departmental Staff. Therefore, formation of the agencies like RVNL etc. is a wasteful expenditure as the said organization is also execute similar works, but at a very slow pace. This will result in saving of wasteful expenditure.

(xiv) Utilization of Railway Buildings for accommodating various Railway PSUs

Presently, a large-number of PSU offices are located in private accommodations, for which a huge amount is paid as rent every year, which is sheer wastage of money. These PSUs may be accommodated in Railway Buildings, either in the offices or in Railway Quarters, to save wasteful money and rent.

(xv) Proper utilization of Railway Land

Indian Railways is having crores of acre land, which is either unutilized or under utilization. Indian Railways should plan to make use of this land to increase the earnings.

(xvi) Unnecessary outsourcing of the works

The practice of outsourcing of departmental works is increasing day-by-day, even in case of works for which Railway Staff and infrastructure, including Machine and Plants etc., are available. As a matter of fact, there are numerous malpractices in outsourcing of departmental works, and it is virtually costs even more than what it will cost if done departmentally. This needs to be thoroughly examined and restricted to only those works for which neither staff nor facilities are departmentally available.

(xvii) Attachment of Parcel Van in all Mail/Express Trains

On account of non-availability of Parcel Van, particularly in LHB Rakes, Indian Railways is unable to transport substantial quantity of parcel goods. This results in avoidable revenue loss. Parcel Van should, therefore, be attached with all Mail/Express Trains, including those running with LHB Rakes, to transport essential commodities, to increase parcel earnings.

(xviii) Provision of small shops at the roadside stations

Indian Railways is having large number of roadside stations where a number of trains stop. Due to non-availability of any small shop, passengers are unable to procure food items or other small requirements. Small shops may therefore, be constructed at the roadside stations where these items are sold by the contractors/private shopkeepers and railway can realize monthly/annual rent/license fee.

(xix) Running extra trains

It is often observed that, a number of passenger remain wait-listed in some of the trains running on busy routes. Indian Railways should plan to keep some rakes available to run another train after 10-15 minutes on the same route with similar stoppages and facilities, so as to increase railway earnings.

AIRF is of considered view that, if the aforementioned suggestions are thoroughly and actively considered as well as implemented in a time-framed manner, this will definitely help a lot in improving the financial health of Indian Railways to meet the aspirations of the rail users.

Preventive measures to contain the spread of COVID-19 – Attendance – Reg.

Railway Board have already issued instructions in regard to attendance of the staff in the offices in the wake of spread of the COVID-19 Pandemic.

Since Administrative and Field Offices are also working and the officers and supporting staff are regularly attending these offices, it is necessary that, preventive measures should be taken while calling the staff to attend their work places so as to avoid spread of this Pandemic among them…..

Railway Board have already issued instructions in regard to attendance of the staff in the offices in the wake of spread of the COVID-19 Pandemic.

Since Administrative and Field Offices are also working and the officers and supporting staff are regularly attending these offices, it is necessary that, preventive measures should be taken while calling the staff to attend their work places so as to avoid spread of this Pandemic among them.

It would not be out of context to mention here that, a substantial number of Railway Staff also got infected by the COVID-19, as such, there is serious threat of other Railwaymen getting infected in case of close contact/mass gathering.

It would, therefore, be quite appropriate that the instructions on the pattern of Office Order of the Railway Board, referred to above, should also be issued to all the Railway Administrations for strict compliance thereof to contain spread of the COVID-19 among the Railway Staff.

An early action in the matter is solicited.

नई दिल्ली, 17 अगस्त । नार्दर्न रेलवे मेन्स यूनियन की स्टैंडिग कमेटी में महामंत्री शिवगोपाल मिश्रा ने भारतीय रेल की चुनौतियों की चर्चा करते हुए कहाकि इस समय रेल और रेलकर्मचारी दोनों ही कठिन दौर से गुजर रहे हैं, इससे मुकाबला करने के लिए एकजुटता बहुत जरूरी है। महामंत्री ने कहाकि इस समय जब कोरोना के चलते मीटिंग वगैरह कर पाना संभव नहीं हो पा रहा है, ऐसे में वर्चुअल मीटिंग के जरिए यूनियन कार्यकर्ताओं को संगठिन करने में काफी सुविधा रही है। केंद्रीय अध्यक्ष एस के त्यागी ने कहाकि यूनियन की ताकत बढ़ाने के लिए हमें संविदाकर्मियों और ठेका मजदूरों को यूनियन का सदस्य बनाने के लिए पूरी शिद्दत से मेहनत करना जरूरी है।
तय कार्यक्रम के अनुसार सुबह साढ़े ग्यारह बजे स्टैंडिग कमेटी की बैठक शुरु हो गई, इस बैठक में केंद्रीय पदाधिकारियों के अलावा मंडल मंत्री और मंडल अध्यक्ष के साथ ही महिला चेयरपर्सन और युवा कन्वीनर ने हिस्सा लिया। स्टैंडिग कमेटी को संबोधित करते हुए महामंत्री शिवगोपाल मिश्रा ने कहाकि मौजूदा सरकार की नीतियां पूरी तरह मजदूर विरोधी है, उसका हर फैसला कर्मचारियों के लिए अहितकारी है। अभी तक सरकार कर्मचारियों पर हमला बोल रही थी, उनका डीए फ्रीज किया, पदों को समाप्त करने की साजिश हुई, मल्टीस्कीलिंग की आड़ में कर्मचारियों के शोषण का रास्ता खोला जा रहा था, एआईआरएफ इन सबके खिलाफ लड़ाई लड़ रहा था, इसी बीच सरकार निजीकरण और निगमीकरण के एजेंडे को आगे बढ़ा दिया। अब 109 चुनिंदा रेलमार्ग पर 150 ट्रेनों का संचालन प्राईवेट पार्टनर को देने की बात हो रही है।
जो हालात है, उसमें अब हमारे पास संघर्ष के अलावा कोई दूसरा रास्ता नहीं है। ये सही है कि विवाद के सभी मसलों पर बातचीत चल रही है, हमें बातचीत का रास्ता भी बंद नहीं करना है, लेकिन संघर्ष की रणनीति पर भी काम करना जरूरी है। महामंत्री ने कहाकि फैडरेशन की वर्किंग कमेटी एक छह सदस्यीय टीम का गठन किया गया है, ये टीम आंदोलन की पूरी रणनीति तैयार करेगी । फिलहाल 14 से 19 सितंबर तक जन जागरण का कार्यक्रम तय है, 19 सितंबर को राष्ट्रव्यापी प्रदर्शन का फैसला किया गया है, इसमें कोशिश होगी कि आम आदमी को भी सरकार की दोषपूर्ण नीतियों की जानकारी दी जाए और प्रदर्शन में उन्हें भी शामिल किया जाए।
महामंत्री ने कहाकि यूनियन की ताकत उसकी मेंबरशिप से ही होती है। ये सही है कि इधर भारतीय रेल में बड़ी संख्या में कर्मचारी रिटायर तो हो रहे है, लेकिन भर्तियां उतनी नहीं हो रही है। ये चुनौती जरूर है, फिर भी कोशिश करना होगा कि हमारी मेंबरशिप में कमी न होने पाए। कई मंडलों ने बेहतर काम किया है, लेकिन कुछ लोगों को और मेहनत करने की जरूरत है। हालाकि अभी कोरोना के हालात ठीक नहीं है, लेकिन इस दौर में भी वर्चुअल मीटिंग के जरिए तमाम शाखाओं ने ब्रांच काउंसिल की मीटिंग, ट्रेड यूनियन एजूकेशन पोग्राम, महिलाओं की मीटिंग और युवा संवाद के साथ ही समीक्षा बैठक वगैरह की है। ज्यादातर लोगों ने अपनी रिपोर्ट केंद्रीय कार्यालय को भेजी भी है, लेकिन बहुत लोगों ने कार्यक्रम तो किया, लेकिन रिपोर्ट नहीं भेजी। पिछले स्टैंडिग कमेटी तय किया गया था कि जिन शाखाओं के चुनाव लंबित है, इस दौरान चुनाव करा लिए जाएं। इसमें कुछ स्थानों पर चुनाव हो गए, लेकिन कई जगह कोरोना की वजह से इसे आगे बढ़ाना पड़ा है। महामंत्री ने नौ अगस्त को रेल बचाओ देश बचाओ अभियान के तहत सभी मंडलों में हुए प्रदर्शनों और अन्य कार्यक्रमों की सराहना करते हुए कहाकि हमें आगे भी लड़ाई के लिए पूरी तरह तैयार रहना है।
केंद्रीय अध्यक्ष एस के त्यागी ने भी नौ अगस्त के कार्यक्रम की सराहना करते हुए कहाकि ये जज्बा बनाए रखने की जरूरत है। उन्होंने कहाकि कुछ शाखाओं में कर्मचारियों की संख्या पांच सौ से भी कम हो गई है, ऐसी शाखाओं को अपनी मेंबरशिप को बढ़ाने के लिए संविदाकर्मियों और ठेका मजदूरों को भी यूनियन की सदस्यता देनी चाहिए। उन्होंने कहाकि एनआरएमयू ने अपने संविधान में सशोधन कर ठेका मजदूरों और संविदाकर्मियों को भी मेंबरशिप देने का अहम फैसला कर लिया है। इस मामले में लखनऊ के मंडल मंत्री आर के पांडेय की अध्यक्षता में एक कमेटी का गठन किया गया था, इस कमेटी की रिपोर्ट भी आ चुकी है। अध्यक्ष ने कहाकि हम लोगों ने तय किया था कि संसद सत्र के दौरान दिल्ली में भी एक विशाल प्रदर्शन किया जाएगा, चूंकि अब सत्र की शुरुआत होने वाली है, उसके बाद यूनियन द्वारा भी आगे की रणनीति तय की जाएगी।
केंद्रीय उपाध्यक्ष और जोनल महिला चेयरपर्सन प्रवीना सिंह ने महिलाओं के संगठन और उनके कार्यक्रमों के बारे में विस्तार से जानकारी दी। चेयरपर्सन ने कहाकि संघऱ्ष में महिलाओं की भूमिका महत्वपूर्ण होगी, ऐसे में अगर मंडल मंत्री इन महिलाओं को अभी से सहयोग करेंगे तो उनका संगठन भी और मजबूत हो जाएगा। उन्होने कहाकि कुछ मंडलों में महिलाओं की अभी बैठक प्रस्तावित है, इसमें भी मंडलमंत्री के सहयोग की अपेक्षा है। नेशनल युवा कन्वीनर प्रीति सिंह ने युवाओं की रिपोर्ट रखी और कहाकि नार्दर्न रेलवे में युवाओं का संगठन पहले से काफी मजबूत हुआ है, कुछ मंडलों को छोड़ दिया जाए तो बाकी जगह युवाओं के लगातार कार्यक्रम हो रहे है, वर्चुअल माध्यम से ट्रेड एजूकेशन प्रोग्राम भी लगातार चल रहे हैं।

AIRF वर्किंग कमेटी में प्राईवेट ट्रेन आँपरेटर से भारी गुस्सा, देशव्यापी आंदोलन की रणनीति के लिए बनी कमेटी : शिवगोपाल मिश्रा

आल इंडिया रेलवे मेन्स फैडरेशन की वर्किंग कमेटी की बैठक में ट्रेनों का संचालन प्राईवेट पार्टनर को देने और उत्पादन इकाइयों के निगमीकरण की साजिश के खिलाफ देशव्यापी आंदोलन की रणनीति तैयार की गई। बैठक में तय हुआ की एक्ट अप्रेंटिस को नौकरी दिए जाने का मामला भी गंभीर है और इस मुद्दे पर भी एक मुकम्मल संघर्ष जरूरी है। आंदोलन की रणनीति तैयार करने के लिए एक छह सदस्यीय कमेटी का भी गठन किया गया। वर्किंग कमेटी की मीटिंग में महामंत्री शिवगोपाल मिश्रा ने सरकार पर वादाखिलाफी का आरोप लगाते हुए कहाकि जब लाँक डाउन में पूरा देश बंद था, उस समय जान की परवाह किए बगैर 10 लाख से अधिक रेलकर्मचारी मालगाड़ी, पार्सल ट्रेन का संचालन कर देश आवश्यक वस्तुओं को देश के कोने कोने में पहुंचाने की कोशिश कर रहे थे, इतना ही नहीं जब राज्य सरकारे प्रवासी मजदूरों को उनके घर पहुंचाने में फेल हो गई, तो रेलकर्मचारियों ने उन्हें श्रमिक स्पेशल ट्रेन के जरिए घर पहुंचाया, लेकिन सरकार रेलकर्मचारियों को ईनाम देने के बजाए उनके डीए और अन्य एलाउंस को फ्रीज करने के साथ ही ट्रेनों का संचालन प्राईवेट पार्टनर को देने में जुटी रही।
पूरे दिन चली वर्किंग कमेटी की बैठक में अध्यक्ष रखाल दास गुप्ता ने कहाकि चेन्नई अधिवेशन के बाद हम पहली बार वर्चुअल मीटिंग के जरिए आप सभी से मिल रहे हैं, इस दौरान फैडरेशन ने महसूस किया है कि सामान्य दिनों से दोगुना जोश के साथ रेलकर्मचारियों ने कोरोना महामारी जैसे कठिन हालात में काम किया है । इस दौरान हमने माल की ढुलाई सामान्य दिनों की अपेक्षा दोगुनी की और कहीं भी खाद्य सामग्री की कमी नहीं होने दी, लेकिन सरकार की नीयत साफ नहीं है, उसका हर कार्य मजदूर विरोधी है, यही वजह है कि बातचीत में मंत्रालय के अफसर और रेलमंत्री कहते कुछ है, लेकिन करते कुछ और ही हैं। अब समय आ गया है कि हमें अपनी रणनीति पर काम करना चाहिए, ताकि सरकार को जवाब दिया जा सके।
महामंत्री शिवगोपाल मिश्रा ने हर मुद्दे पर विस्तार से चर्चा की और सरकार से विभिन्न मसलों पर हो रही बातचीत के बारे में भी वर्किंग कमेटी को जानकारी दी। महामंत्री ने साफ किया कि बात चीत का रास्ता हम बंद नहीं करना चाहते, ये अपनी जगह चलती रहेगी, लेकिन अब हमें अपनी तैयारी भी कर लेनी चाहिए, क्योंकि सरकार की जो कार्रवाई है वो आँल इंडिया रेलवे मेंस फैडरेशन को कत्तई मंजूर नहीं है। महामंत्री ने कहाकि हम जानते हैं कि आज युवा रेलकर्मी काफी परेशान है, क्योंकि एनपीएस को लेकर हम लड़ाई लड़ रहे थे, इस मामले में कई दौर की बात चीत भी हो चुकी थी, लेकिन कोरोना महामारी के बीच पूरे देश में लाँकडाउन हो गया और पैसेंजर ट्रेनों तक का संचालन ठप हो गया। लाँक डाउन में किसी को समझ में ही नहीं आ रहा था कि करना क्या है, इस बीच आवश्यक उपभोक्ता वस्तुओं की आपूर्ति बनाए रखने के लिए मालगाड़ियों का संचालन शुरु हुआ, फिर पार्सल ट्रेनें चलने लगीं। इसी बीच प्रवासी मजदूरों की दिक्कत को देखते हुए उन्हें घर पहुंचाने का जिम्मा भी रेलकर्मचारियों ने लिया और श्रमिक स्पेशल ट्रेनों के जरिए देश भर में फंसे मजदूरों को उनके घर पहुंचाया।
रेलकर्मचारी जब देश की सेवा में जुटे थे, उसी वक्त रेलमंत्रालय ने अपनी मजदूर विरोधी नीतियों को आगे बढ़ाते हुए डीए फ्रीज करने का एकतरफा आदेश जारी कर दिया। इसकी देश भर में तीखी प्रतिक्रिया हुई, कई स्तर पर मंत्रालय में बात हुई, फिलहाल ये बातचीत चल रही है। हम डीए की लड़ाई लड़ ही रहे थे कि सरकार ने अपने छिपे एजेंडे पर काम करना शुरु कर दिया और तमाम महत्वपूर्ण रेलमार्ग पर प्रीमियम ट्रेनों का संचालन प्राईवेट पार्टनर को देने का न सिर्फ फैसला कर लिया, बल्कि इस पर काम भी शुरु हो गया। रेलमंत्री समेत तमाम अफसरों से बात हुई तो कहा गया है कि हमारे पास वेतन तक देने को पैसे नहीं है, ऐसे में कुछ ट्रेनों का संचालन प्राईवेट पार्टनर को देने में क्या हर्ज है। ये भी कहा गया कि जो ट्रेने अभी चल रही है, वो बंद नहीं होगी, जो कर्मचारी काम कर रहे हैं, उन्हें कोई नुकसान नहीं होने दिया जाएगा। महामंत्री ने एक्ट अप्रेंटिस के मामले में भी विस्तार से चर्चा की और कहाकि ये मुद्दा भी फैडरेशन के लिए काफी महत्वपूर्ण है, रेलमंत्री के साथ ही चेयरमैन रेलवे बोर्ड से कई दौर की बातचीत हो चुकी है। इस मामले में जब सरकार की नीति बन गई है कि नियोक्ता अप्रेंटिस के सवाल पर नीति तैयार करे, ऐसे में कोशिश हो रही है कि अप्रेंटिस के मसले पर बोर्ड कुछ स्पष्ट नीति बनाए, जिससे अप्रेंटिस की भर्ती हो सके। महामंत्री कहाकि अगर इस मामले में सरकार टाल मटोल किया तो हम इस मुद्दे पर भी निर्णायक और मुकम्मल लड़ाई के लिए तैयार हैं।
इस बीच वर्कमैन संगोष्ठी में स्वयं रेलमंत्री मौजूद थे, आप सब ने देखा कि फैडरेशन ने अपना नजरिया साफ कर दिया है कि हमें ट्रेनों का संचालन प्राईवेट पार्टनर को दिया जाना मंजूर नहीं है। महामंत्री ने कहाकि जब फैडरेशन रेलकर्मचारियों का प्रतिनिधित्व करती है फिर सीधे रेलकर्मचारियों से सुझाव आमंत्रित करना भी बोर्ड का गलत फैसला है। महामंत्री ने सभी नेताओं से कहाकि वो शाखा स्तर तक इस बात को पहुंचाएं और सरकार के छिपे एजेंडे की उन्हें जानकारी दें। हर स्तर पर ट्रेन का संचालन प्राईवेट पार्टनर को दिए जाने का सख्त विरोध होना ही चाहिए। महामंत्री ने कहाकि कोरोना के दौरान तमाम तरह की समस्याएं रेलकर्मचारियों के सामने आई, फैडरेशन की कोशिश रही है कि किसी को मुश्किल न हो, तमाम मसलों का समाधान कराया गया। कोरोना से दिल्ली की हालत किसी से छिपी नहीं है, फिर भी फैडरेशन का दफ्तर लगातार खुला ।
महामंत्री शिवगोपाल मिश्रा ने कहाकि इस समय न सिर्फ रेल बल्कि रेल कर्मचारियों के सामने कठिन चुनौती है और हमें इसका डटकर मुकाबला करना ही होगा। वर्किग कमेटी की सहमति से एक छह सदस्यीय कमेटी का गठन किया गया, जो आंदोलन की रणनीति पर विचार करते हुए पूरा कार्यक्रम तैयार करेगी। इस कमेटी का नेतृत्व एनडब्ल्यूआरएमयू के महामंत्री मुकेश माथुर करेंगे, इसके अलावा वेणु पी नायर, एस के त्यागी, आर सी शर्मा, अमित घोष और ईश्वर लाल टीम के सदस्य होंगे। महामंत्री ने कहाकि 14 सितंबर से 19 सितंबर तक एक सशक्त विरोध सप्ताह का आयोजन किया जाएगा, इसमें 19 सितंबर शहीदी दिवस के दिन देश भर में विशाल कार्यक्रम का आयोजन किया जाएगा, जिसमें कोशिश होगी कि आम जनता की भी भागेदारी सुनिश्चित की जाए। इसके अलावा ये भी तय हुआ कि दिल्ली में जंतर मंतर पर एक विशाल विरोध प्रदर्शन किया जाए, इसकी तारीख बाद में तय की जाएगी।
आखिर में महामंत्री ने जानकारी दी कि 50 फीसदी पोस्ट को खत्म करने के मामले में बोर्ड से बात हो गई है, कोई पद समाप्त नहीं किया जाएगा। खाली पदों को सेफ्टी कटेगरी में ट्रांसफर कर दिया जाएगा। इस पर कोई भी फैसला बिना जोन और डिवीजन के यूनियन नेताओं से बात किए बगैर नहीं होगा। वर्किंग कमेटी की बैठक में फैडरेशन के कोषाध्यक्ष जे आर भोसले ने लेखाजोखा प्रस्तुत किया, जिसे वर्किंग कमेटी ने स्वीकार कर लिया। श्री भोसले ने कर्मचारी हितों को लेकर किए जा रहे कार्यों को लेकर महामंत्री की प्रशंसा की और कहाकि इस कठिन दौर में भी उन्होंने काफी मेहनत की है।
फैडेरशन के वर्किंग प्रेसीडेंट एन कन्हैंया ने आज सभी मसलों पर काफी विस्तार से बात की। उन्होंने बताया कि जिस समय सभी लोग घर बैठे है, उस दौरान महामंत्री शिवगोपाल मिश्रा किस तरह दिल्ली में बैठकर हमारी लड़ाई लड़ते रहे। उन्होंने कहाकि तारीखवार चर्चा करते हुए कहाकि कर्मचारी हितों को लेकर लगभग हर रोज कोई न कोई आदेश बोर्ड से निकलता रहा। ये इतना आसान नहीं होता है, इसके लिए ईमानदारी से प्रयास की जरूरत होती है, जिसके लिए महामंत्री बधाई के पात्र हैं। कोरोना के दौर में जब पूरा देश घर बैठा रहा, उस दौरान फैडरेशन का पूरा आफिस बिना नागा के चलता रहा और महामंत्री जी रोजाना आफिस में मौजूद रहे। श्री कन्हैया ने कोरोना के बारे में भी चर्चा की और कहाकि अभी तक इसकी कोई दवा उपलब्ध नही है, ऐसे में सुरक्षा और सतर्कता से ही इससे बचा जा सकता है। उन्होने कई टिप्स भी दिए।

Sub: Treating the period of absence due to COVID-19 as “Special Casual Leave” – Reg.

A number of COVID-19 cases among the Railwaymen are being reported everyday. The staff are subjected to man to man transmission of the Coronavirus during the course of performing duty or otherwise. COVID-19 Positive Railway Employees are sent to either Home or Hospital Isolation and those come in contact are quarantined for 14 days. It is reported that, in these cases; the employees are being asked to apply for their own leave, which is not justified.

It may not be out of the context to mention here that, there has been a provision of Quarantine Leave in case of highly infectious diseases, which has been discontinued during the recent past. This is a new disease and highly infectious with rapid transmission from man to man, as such, provision of Special Leave/Quarantine Leave need to be restored in the wake of COVID-19 Pandamic.

It is, therefore, requested that, suitable instructions be issued by the Railway Board not to deduct leave in the credit of the Railway Employees who come in the contact or infected by the COVID-19.

An early action in the matter is solicited.

Sub: 100% attendance and horrific incidences of the COVID-19 positive cases in P. Way and Workshops in Eastern Railway

As you are very well aware that; the number of COVID-19 positive cases is increasing very fast during the recent few days in the entire country. Railwaymen are also being detected COVID positive and there have been substantial casualties of the Railwaymen on this account due to this pandemic threat. It may also be appreciated that, in the absence of any proper treatment or availability of vaccination to check transmission of this disease, the only way out is social distancing, use of proper mask and sanitization etc. at the workplaces.

Complaints are pouring in this office that, over the Indian Railways, some of the Railway Administrations in general and Eastern Railway in particular are compelling P. Way and Workshop Staff for 100% attendance, which is a sheer violation of the guidelines of the Ministry of Home Affairs and Ministry of Health and Family Welfare to avoid gathering or overcrowding of the Railwaymen. This is causing rapid transmission of Coronavirus among the concerned staff, and ironically enough, substantial number of them are also losing their lives on this account. This is happening in some of the Zonal Railways and Production Units, and particularly in Eastern Railway.

It would, therefore, be highly appreciated if your goodself may kindly look into the matter on priority and issue necessary instructions to Eastern Railway and other Railway Administrations not to call 100% staff to attend the workplace, so that, transmission/threat of the COVID-19 could be avoided in the larger interest of safety of Railwaymen in this pandemic time.

An early action in the matter shall be highly appreciated.

Proposal of surrendering of 1637 posts on N.F. Railway

The issue of arbitrary surrendering of posts on the Indian Railways, being of serious concern, has been raised by the AIRF repeatedly, and the undersigned had also raised this issue on 9th July, 2020 in the meeting with your goodself………

Ref.: Dy. GM and Secy. to GM/NFR/MLG’s letter No.Z/Secy./34/VC/2020 dated 28.07.2020

The issue of arbitrary surrendering of posts on the Indian Railways, being of serious concern, has been raised by the AIRF repeatedly, and the undersigned had also raised this issue on 9th July, 2020 in the meeting with your goodself. It was assured, during the said meeting that, no surrender of posts shall be resorted to without thorough consultation with Recognised Union/Federation. This issue further came up for discussion in the “Workmen Sangosthi”, held by Hon’ble Minister for Railways on 16.07.2020, with both the Recognised Federation, through Video Conference, wherein I also expressed our serious concern on this issue.

As your goodself is very well aware that, creation of even a single post in the Indian Railways is a very tedious job and the process of creation of the posts undergoes through various steps, and finally when it is considered justified to create the posts, the same is created on availability of Matching Value in the Vacancy Bank of the Divisions/Zones/ Railway Board.

It is highly unfortunate that, N.F. Railway Administration has proposed to surrender a large number of posts on thumb rule basis in an arbitrary manner without holding any discussion with AIRF Affiliate in N.F. Railway – N.F. Railway Mazdoor Union, which is highly unfair and may lead to avoidable industrial unrest.

It is, therefore, requested that, N.F. Railway Administration be advised not to go ahead with the proposed surrendering of the posts and to put the proposal on hold until threadbare discussion is held with N.F. Railway Mazdoor Union on this issue.

An immediate action in the matter shall be solicited.

It has come to the notice of Board that a large number of inter-Railway/lnter Division one-way transfer requests are being forwarded by some of the Zonal Railways for NOCs without assess1ng the feasibility of relieving such staff on receipt of NOC. This causes unnecessary building up of expectations regarding their imminent sparing among such employees and puts avoidable pressure on the Railway administration.

2. Considering the above, Railways may ensure that henceforth only such Inter· Railway transfers requests be forwarded where there is reasonable possibility of relief in case of acceptance by the railway to which transfer is sought While doing so, various factors l1ke number of staff likely to be inducted in the cadre by way of departmental promotions/lnter-Inter-Railway Transfer from other Railway/Divisions  and through RRB indents should be kept in view so that once NOC is received. the concerned employee can be relieved early.
This issues with the approval of Board (MS).

Sub: Reckoning of half of past service rendered in Central/State Government establishments for Post Retirement Complimentary Pass (PRCP) facility.
Ref: Advance Correction Slip (ACS) No.56 to Railway Servants (Pass) Rules, 1986 (Second Edition-1993) (RSPR-1986) issued vide Board’s letter No. E(W)2006 PSS-1128 dated 08.05.2008.

In the PNM/NFIR Meeting with Board, the Federation has brought to notice that the condition incorporated in RSPR-1986 vide above referred ACS has restricted the weightage of half of past non-railway service for determining 20 years of qualifying service for PRCP faciilty only to the lateral entrants who bad got their past service counted along with the railway service for pensionary benefits and it bas resulted in disadvantage to the ex-servicemen who did not opt for such counting of their previous service while joining the railways.

2. After detailed examination, it has been decided to remove the said condition so as to extend the benefit of weightage equivalent to half of past non-railway service uniformity to all ex-servicemen and other such affected lateral entrants to cover the shortfall in the minimum requisite railway service of 20 years for PRCP facility. Accordingly, the Competent Authority has accorded his approval for amending Item No.(xi) under Col.3 of Schedule-IV (Post Retirement Complimentary Pass) ofRSPR-1986 as follows:-
“(xi) In case of lateral entrants to railway service, including ex-servicemen, half of previous non-railway service rendered in the establishments of Central/State Government will be added to the actual railway service for determining their eligibility to Post Retirement Complimentary Passes”.

3. In the case of retired lateral entrants, who have now become eligible for PRCP facility under the above provision, the Pass Issuing Authority (PIA) from where such employees retired will process the requests and extend the facility as per rules on the basis of past service records/documents. Similarly, in the case of deceased lateral entrants, Widow Pass facility, as admissible under the rules, may be extended by the PIA from where the deceased employee retired. Such beneficiaries may also be permitted to get their pass accounts transferred to the PIA of their choice.

4. The PRCP/Widow Pass under the above provision will be issued to the eligible lateral entrant/spouse only from the current calendar year·
5. This issues with the concurrence of the Finance Directorate of Ministry of Railways.

DOPT vide above referred to OM dated 13/07/2020 has restricted the payment of Night Duty allowance to such of the Central Government staff whose basic pay is Rs.43 600 or less, and those join higher pay shall not be entitle for payment of NDA.
In case the above OM of DOPT is implemented in Indian Railways, the entire level 7( Starting Pay. Rs.44900) Employees, 90% of Employees (Starting Pay. Rs. 35,400/-) In Level 6 & about 60% of Employees In Level.5 & below, will not be entitled to Claim NDA, There by all Station Masters, Loco Pilots rights from Sr. ALP, Goods Guards, 90 Commercial Checking Staff, Technicians GR-I, cannot be entitled for payment of NDA despite performing night duty.
In this connection it would not be out of context to mention here that the Night duty allowance to the Railwaymen is paid as per the “Award” of Justice. Miabhoy Tribunal of 1969 and even the 7th CPC as per Para.8.17.72 mentioned clearly that, its recommendations are based on the Justice. Miabhoy Tribunal. (Vide The Night Duty Allowance Para 8.17.71 to 8.17.77 of 7th CPC recommended NDA& it’s Formula).
The Railway Board also accepted the recommendations of 7th CPC on “NDA” and vide RBE.No. 36/2018 date. 08.03.2018 issued orders for Revision of NDA w.e.f. 01.07.2017
The Above order, clearly stated that, all “Non-Gazetted Railway Servants (irrespective of their Pay) classified under Chapter XIV of Railways Act.1989 read with HOER (.ie. those classified under Intensive, Continuous & Essentially Intermittent) are Eligible for NDA.
The DOP&T while issuing the above letter on NDA, superseded it’s earlier letter dated 05.05.1994 (Related to LDCE’s/UDCE’s of Central Secretariat) & OM dated 04/10/1989,(Relevant to Railwaymen) By Which under Para (iv)there is No Ceiling of for Entitlement of NDA Only By Superseding the 1989 letter the DOP&T imposed a Basic Pay Ceiling of Rs.43,600/- for Entitlement if NDA.
Since ,the Indian railways operates round the clock for which majority of Railway employees have to perform duty in shifts including night duty between 22.00 to 06.00. hrs. As such capping of upper pay limit for entitlement of NDA in terms of DOPT OM dated 13/07/2020 would be uncalled for and unjustified.
It is therefore, requested that the OM under reference of DOPT dated 13/07/2020 should not be implemented in railways and DOPT OM No. 12012/54/86 dated 04/10/1989 need to be restored and the railwaymen be continued to be paid NDA as per recommendations of 7th CPC (RBE No- 36/2018) dated 8/03/2018.

Long pending grievances of IT Cadre

Staff of IT Cadre have been struggling for existence of the cadre since its inception. Even after 13 years of implementation of IT Cadre not only IPAS (In place of PRIME & AFRES) and iMMIS ( in place of MMIS) has been
handed over to CRIS by Railway Board but also no adequate IT activities in lieu of IPAS & iMMIS…..

Sub:- Long pending grievances of IT Cadre.
Staff of IT Cadre have been struggling for existence of the cadre since its inception. Even after 13 years of implementation of IT Cadre not only IPAS (In place of PRIME & AFRES) and iMMIS ( in place of MMIS) has been
handed over to CRIS by Railway Board but also no adequate IT activities in lieu of IPAS & iMMIS have been allocated to IT Centers. Cadre strength has also been frozen since 12/06/08.. Besides, on one hand, many posts
are not only lying vacant but also many employees are waiting for their promotion, since a long, one the other hand , many employees of different IT Centers of different zonal HQs are being deployed in different divisions because those division do not have their own IT Centers. However Railway Board have changed the designation of the cadre but these are not on the line of other Technical Supervisors.
Information Technology has already become key of decision making as well as that of day to day working of Indian Railway . For uniformity in IT policy and that for uniform & proper, monitoring & administration of IT activities , on demand of AIRF , erstwhile EDP Centers has been transformed into resource centre and nodal agency for service provider for all IT activities of the Indian Railway but now it seems to be that the Board is preparing to roll back its own policy. On one hand data entry activities of the IT Centers are being phased out and on the other hand even after lapse of 13 years, besides some small Software Package, not a single, huge, existing IT activities has been handed over to IT Cadre. It is clear that reverse counting for disbanding of the IT Cadre has been started.
Hence it is requested for getting, stopped outsourcing of functioning of IT Centers ,that for framing of anti-labour IT policy and that for proper training of staff and taking over of different IT activities of different department of IR by IT Centre administration.
Operating System Administration, Data Base Administration, installation and efficient management of different type of package , Network Administration etc. are highly technical and specialized job which are
normally done by the senior executives, who are minimum graduate engineers and having a lot of experience. At present these post are being filled with the officers on ex-cadre basis. These officers are neither graduate engineer nor they have any experience . As a result these jobs have to be done by group C staff . It is mainly due to non- availability of an IT Cadre at Group A &B level. It is therefore suggested that a full-fledged organized IT Cadre should be made at Gr. A&B level giving a transparent career prospects and AVC at least upto Sr. Admn. Grade by introducing Central Informatics Service through UPSC for this new IT Cadre as recommended by V CPC. Reporting of these officers should be direct to General Manager. 50% post of Jr. Scale officers should be filled in departmentally and rest 50% and shortfall of departmental selection should be filled through UPSC as suggested above. Owing to long time consuming channel , it is
suggested that Recommendation of IT Cadre restructuring committee Report dt 24/03/15, reg. Gazzetted posts should be implemented at the earliest as first phase.
You are therefore, requested for settlement of under mentioned legitimate and long pending grievances of the Cadre:-
(1) Getting, Stopped outsourcing of functioning of IT Centers and that of framing of anti-labour IT policy.
(2) Implementation of Group C Restructuring order from 01/11/06 i. e. the very month when New IT cadre had been actually formed.
(3) Formation of IT Cadre at Group A&B level.
(4) Filling up of vacancies & lifting of ban on creation of new post in the cadre.
(5) Proper training of staff and taking over of different IT activities of different department of IR by IT Centre administration.
(6) Permission for IT cadre staff to take App. 2A and App. 3A exam. of Accounts Deptt. as done in the matter of Cash & Pay category.
(7) Expeditious creation of new IT Centers in all Zones, Divisions, Workshops and Store Depot etc.
(8) Changing of designation of IT cadre as suggested below:-
